Phyllis Jean Rice, 67, of Perry, Oklahoma was the daughter of Woodrow Wilson and Ella Iola Lingle Carroll. She was born January 7, 1942 at Sims, Illinois and died Friday, August 28, 2009 at Mercy Health Center in Oklahoma City, Oklahoma. Phyllis was a banker most of her life. She began her banking career in Arizona before moving to Ponca City, Oklahoma where she was employed by Security Bank and Trust Company. Phyllis later moved to Tonkawa, Oklahoma where she was employed at the First National Bank and held the title of Executive Vice President. Phyllis was the comptroller for A-Throne for 10 years before retirement. She and George Rice were married in September, 1996. Phyllis was a member of PSAI. Funeral services will be at 2:00 p.m. Tuesday, September 1, 2009 at the First Christian Church in Perry. Pastor Jeff Craig of Stillwater, Oklahoma will officiate. Interment will be in Grace Hill Cemetery at Perry. Services are under the direction of Brown-Dugger Funeral Home. Memorials may be made to the Scholarship Fund of PSAI in care of Brown-Dugger Funeral Home, 1010 N. 7th Street, Perry, Oklahoma 73077. In addition to her husband, George, Phyllis is survived by one son, Michael Vines of Leander, Texas; two step-sons, Mike Rice, of Long Beach, California and Benny Joe Vines of Globe, Arizona; one step-daughter, Dixie Vane, of Long Beach, California; four brothers, Billy Carroll and Bobby Dale Carroll, both of Drumright, Oklahoma, Jerry Carroll of Stroud, Oklahoma and Jimmy Carroll of Goodlettsville, Tennessee; one sister, Donna K. Garrett of Barling, Arkansas; nine grandchildren and two great-grandchildren. She was preceded in death by her parents, Woodrow and Ella Carroll, and one daughter.
